holds a Bachelor in Shari’a and Law from Sana'a University (1980); a
Diploma in Banking Studies (Central Banks) from Staff College in
Pakistan; in addition to courses in Banking Studies in (Guarantees
and Standby Letters of Credits) from the Union of Arab Banks in
Cairo and Banking Studies in (Financial Transactions and Electronic
Banking) from the Union of Arab Banks in Dubai. He worked as a
Director General of Legal Affairs in the Central Bank of Yemen from
1997 to 2011; as an Advisor to the CBY Governor from 2001 to
2011; and; as Head of the Legal Team of the payments system from
2003 to 2010. He participated in drafting the law of the Central Bank
of Yemen, the Banking Law, the Electronic Banking and Financial
Operations’ Law, the Financial Leasing Law, the Bank Deposit
Insurance Corporation Law and the Anti-Money Laundering and
Counter Terrorism Financing Law. He is a former Lawyer before the
Supreme Court.
